Resolved Question: How come tobacco is still legal?

An estimated 100+ million people died from nicotine addiction in the 20th century alone. Nicotine is more addicting than heroin and cocaine, yet it’s legal in every country except in Bhutan. Drug War logic would tell you it should be illegal. But people in the West are smoking less and not getting jail time because it’s taxed and regulated. People are educated about the dangers of tobacco.
